This Business Use Case / Capability describes a process to define a basic set of EA Principles and Standards. (Only for the EA practice, not for the whole organisation) These should be defined by the team and communicated to senior sponsors. These principles and standards are there to help guide the activities of the team.

This also forms the basis of the pattern upon which similar activities will be done later for other business departments (mainly IT) and for the organisation as a whole.
